Depending on what phone you have (does it have a music player?), you should be able to transfer song files from your computer to your phone. You can use Nero or something like it to cut out the part of the song that you want. I haven’t paid for a ringtone in 2 1/2 years because I’ve made them all myself (and I get stuff you can’t get on standard sites and I can pick whatever part of the song I want).
